Is this seriously something "normal" in China? The whole thing is ridiculous, from the whole concept of having to lend part of your collection to other organizations to then including modern/fake/repro items in your collection so you can screw up said other organizations...

All official museums were under domination of Ministry of Culture system. When MoC approved request, you must borrow your items to other museum. Unless certain item is an exception, like it has very high historical value, it is too risky to ship it elsewhere.
AVG items certainly are not important enough to become that exception.
As long as other organization did not put a specific request, like ask for certain paper document or patch or jacket In the collection. Give them less historical value item or a fake is an obviously choice.

I am not defending the ridiculous, but as my understanding, it is the best way to protect museum’s interest and avoid to offend MoC.
