Yes they used scraps and perhaps even parts of older jackets too, judging by the different widths of seam tapes. It was not uncommon for some makers of late war jackets to do this. I have seen many such jackets with miss-matched panels, tapes and with earlier stitch holes on the sheepskin, especially on the windflap.
