Yes, that appears to be one of several variants of USN foul-weather jackets with impermeable shells. Some have removable linings made of fleece, while other liners are closed-cell foam that supposedly aid in bouyancy should the wearer fall overboard. I imagine they'd be waterproof due to the coated nylon shell, but in my experience they're best suited for wear under relatively static conditions. I had one with the permanent foam liner years ago and it was like wearing a plastic bag! :lol:
