I thought it was a bit short for a B-3 or am I wrong?

I don't think it's been shortened because the pocket would be an issue. But if you observe the side seams they are pulled inwards suggesting it's had the waist narrowed. Look where the side belts are. Almost at the back.

I think the back should not be folded? should be flat all the way down?

Of course it should. It's either a manufacturing error or more likely a modification as John suggests.

I think its just where the leather has creased and folded.
