This is a new one that I’ve never seen before. Question : with the USN style hooks marked with a naval style anchor, how can you be sure that it’s an Army firefighters coat ?

That's correct! It is Army coat like QMC on the label indicates, stamped anchor logo is a manufacturer's mark - North & Judd Manufacturing Company, which used the name Anchor Brand on some products [like this belt buckle above].
