I think, ideally, you should find a store where she can try one on to get an idea of sizing and fit before you order something that you may not be able to return.

Been on ebay for 22 years, and they used to be strict about sellers adding extra, false, words to listings in order to trick buyers into looking.

Yeah, Army reg is to have it zipped to the 2nd shirt button from the top. Navy says at least 3/4 of the way up. can’t locate the reg for the USAF, but it’s certainly something similar.
If you’re wearing any jacket or coat, it has to be zipped or buttoned.

It’s a Class B uniform item, and it’s required to be always zipped up.
Not sure why they even put a knit waistband on it if it’s just going to hang like a poncho.
Also authorized for wear with civilian clothes (!) with the insignia removed.
