What is this belt buckle?

I got those in a grouping that belongs to a WWII Navy pilot but I have never seen a belt buckle like this before. Any idea? They look more army than Navy to me.

It does look like a ceremony buckle but I could not find a similar example online. The pilots dad was a WWI pilot and I think I got some of his stuff in the grouping as well.
