No, unless they had been refurbished following serious damage to the sleeves.

I think it is likely one of the private purchase A2 jackets made by a civilian contractor. There appears to be no label in the lining where the contractor label and size would usually exist.

Officers could purchase their own uniforms. Although some items, like the A2, were issued they could buy one if they wished to do so.

The 3-piece sleeve was utilized in leather jacket construction, and may have allowed a better fit under the arms to the discerning buyer with cash to spend.

Just my own speculation.
