Can't say I ever recall seeing caps like that being worn by bikers over here.
I’ve noticed, from looking at vintage pics it appears the “road captain” hat
Is much more a North American thing, it’s even in old adverts, even Elvis wore one
I believe Harley pushed this narrative to get there product seen as respectable-responsible
Mainly from what I understand motorcycles never became as mainstream normal in North America
As they did in much of Europe or the United Kingdom.
At one time society did have this fascination with dressing for everything
Like flying, people dressed like they were going to meet the queen

I don't know alot of harley stuff, what is Elvis riding in that last pic? Pretty sweet

** after research it is the cover photo from a 1956 Harley Davidson publication and it is a KH model motorcycle

I believe that the first pic was taken at a motorcycle rally/race about 1965. The guys in the hats were the normal bikers and they were taking pictures of the Hells Angeles arguing with the Highway Patrol over their participation in the event.
