An American sailor dressed in the cold weather clothing provided by the US Navy. The kit encloses the sailor from head to feet. Goggles are even provided to cover the eyes.

I wonder if that's the special winter version of the Deck Jacket, as looking at the bit of lining that's visible it looks like it might be alpaca rather than the regular blanket?
