Reflective tape on jackets was widely used by aircraft maintenance personnel up until about the late 80s. Aircraft maintainers used highly sought after flight jackets (when they could find them) in the 50s, 60s and early 70s. Around the early 70s, maintainers started using only issued field jackets and no longer were able to wear flight jackets. The practice of using reflective tape stayed around till the mid to late 80s on the field jackets. Every base had their own regulation covering how the tape should be sewn on the jackets, so you'll find many different variations. By the late 80s, most bases started issuing reflective belts (we called them disco belts) and eliminated the need to sew on the tape to jackets.

It can be pretty difficult to see people at night when driving on a dark flight line. Along with people; equipment is also tapped up in reflective tape. People still manage to run into maintenance stands though.

Taking another look at the jacket, it is (like Tamoko said) an MA-1 tag. It's a John Ownbey Co tag. MIL-J-8279B. It has the rounded wind flap which makes me think it is in fact an MA-1 with a B-15D mouton collar installed. Zipper also not being original to jacket. Not surprised at the low selling price as it would take some work to bring this back to life.
