How to repair blown out shoulders?

Hey all, I’m watching a H&L Block M422a on ebay right now, and the shoulders are blown out. If I happened to buy, I was wondering the safest method of repairing the shoulders? Thanks.

depends on the damage. blown stitching? dry rot? hanger bulges? each have specific possible remedies......some are just ng if the damage is too severe.
