You don't need permission to post an avatar. In the User Control Panel under "Profile", there is a "Manage Avatar" link. From there, all you need to do is to put your picture in.
One thing that may be holding you up is the photo has to be sized correctly. Note the pixel dimension limitations. I bet your problem is the photo you are trying to use is too big. If so, you will need to adjust the size using photoshop or another program.
Now, if you decide to use a picture that is offensive, the Moderators will step in.
