I have been a member here going on 20-year. I try to respond to a message and get I do not have the right. So what needs to happen that I can be a full rights member I must have close to 1000 posts

Your profile says new member and shows 15 posts. Nevertheless, you should still be able to click the *reply* tag at the bottom of posts and actually reply with a quote.
Maybe some glitch, mods?
Oh, and 2008 was only 13 years ago.
