Very naive to believe EU ( and others) customs officers still believe in “ gift “ and dont know google and its search engines...It may have worked a few years back...Nowadays... only if not screened when entering...
I am confident that the Trump administration also needs this kind of money.
Being transparent and honest also brings your parcel faster to the destination.”Gift” parcels take always longer since customs are “interested” in the content.

I wish that still worked here.

I just sent off two of my belts to the UK.
marked gift and set value low and customer didn’t have to pay any fees. So maybe it’s a hit or miss thing? Course we are talking a smaller box but an A2 can be put in a medium flat rate mailer quite nicely.

The amount that VAT is payable is above £15. So if you declare lower than that they may not know the belt is worth more. At that price for a common or garden belt it wouldn't set off any triggers. If they had opened it they would have seen it was worth more and charged the customer.

I used to buy stuff from all over the world and never paid a thing until about ten or fifteen years ago. Then they twigged that many people were importing Apple laptops and phones and such like from the US where with no VAT or other sales taxes for export they were a lot cheaper. Since then it's only been worthwhile buying cheap replacement headphone pads and things like that from China. Everything else is always charged.

I imagine that most people would feel that way, if they didn’t have a working knowledge of how Customs Officials in various countries went about imposing fees or duties on your goods passing through their control. However, the process is much more sophisticated than most would ever imagine. They have people trained and skilled in placing value on used items on just about anything of value from used garments ( not just talking military jackets but fur coats etc) as well as things like motors and machinery, right up to jewelry and diamonds . Not to mention sophisticated software programs. Much of the information is on line and accessible.

I'm sure they do, I assign HS- or commodity codes to goods we ship for export, these include single parts to electronics to machines.
But for me asking to lowering the value of goods I bought on ebay has been working for well over a decade as the value of second hand stuff is indeed all over the place.
So a CWU-36 can sometimes be bought on ebay for like $30, which isn't odd. It's less likely to work for a brand new leather jacket, but even real leather jackets can be bought for as little as $200-$300, so there is plenty of room to present alternative facts.
Only when ebay started covering custom charges by calculating and charging customs directly the shit hit the fan for me. Now it only works when US sellers do not hit the Global Shipping Program button when setting up an auction.

I once had a patch or a coin qualified as a chinese porcelain puppet. That settled the impression I have.....

In general, Zoll and Finanzamt ( customs and Tax office) can check your purchasings at will.
Payments are transparent as an open glass post card.
Your bank, Paypal and Ebay ( all others as well ) are happy to cooperate even behind your back.... Welcome to EU anti-money laundering and compliance policies and laws.

As a little side note...
As for your bank , Paypal, Ebay etc... if authorities are asking VLJ about someone’s IP address ... guess about the VLJ answer...
Just a little side note .. if one tries “too much ” with the fiscal authorities ....
BTW in EU, USA, ANZ, PRC the fiscal/tax authorities are enjoying the biggest budgeting increase from all other legal departments.., even if comparing to Defence...
