Waltham type A-11 watch / help!

Hi all
I’m not a “watch guy” but I always love to have an original a-11 watch
Long story short
Found recently one for sale , locally, here in Greece
Seller was asked about 300€ but now (after those “fb market place” clever time wasters) he is asking about 600€
It’s not working..as he told me , the problem is this :
I will try to explain as he exactly described to me - with no knowledge of watch and “shitty English
With the balance,the “axis” was broken and he replaced it with an original one
Still not working coz he thinks that they put the pivot wrong and is making “beat error”

Here is the watch..haven’t seen it in flesh but from the photos look great

Yes, Pilot will tell you more.
At first glance, I think the seconds hand is the wrong one. It should look like this :
